Former Crane Manufacturing Facility
Sigma performed a variety of environmental and civil engineering services at the former Crane Manufacturing & Service Corporation facility in Cudahy, Wisconsin. The site operated for over 40 years as an overhead and gantry crane manufacturer until operations ceased in early 2003. Sigma worked with the new property owner, as well the City of Cudahy, to establish an Environmental Tax Increment Finance district to fund environmental cleanup of the site, including asbestos abatement, demolition, subsurface investigations, and soil remediation, to facilitate the construction of four 38-unit condominium buildings. Services provided by Sigma include: Pre-Purchase Due Diligence The prospective property owner hired Sigma to perform pre-purchase assessments, including a preliminary geotechnical investigation; Phase I and limited Phase II Environmental Site Assessments; and limited asbestos, lead based paint, and hazardous material inspections. These tasks were completed in less than one month from our notice to proceed. Demolition & Asbestos Management Sigma’s asbestos inspections determined that asbestos present in various building components required abatement prior to building demolition. Sigma prepared technical specifications and performed contractor monitoring and clearance sampling during the abatement work in January and February 2004. Subsequent site and building demolition activities were also completed as specified in the bidding documents and did not encounter any unidentified asbestos containing building materials or other environmental hazards. Soil and Groundwater Remediation Sigma completed subsurface investigation activities in several phases between 2003 and 2005. A remedial action plan prepared by Sigma to address chlorinated solvents, polynuclear aromatic hydrocarbons, lead, and arsenic soil impacts was approved by the WDNR’s Voluntary Party Liability Exemption (VPLE) committee. Soil remediation activities, including the removal of over 5,600 tons of chlorinated solvent- and polynuclear aromatic hydrocarbon-impacted soil and the construction of engineered barriers across two-thirds of the 11-acre site, were completed between 2004 and 2006. Sigma and the property owner are currently documenting the completion of the engineered barrier system and expect to receive a Certificate of Completion through the VPLE committee in the near future. Civil/Site Engineering Sigma prepared site grading, erosion control, and utility plans for the condominium project and also completed a Certified Survey Map of the site and construction staking. |
