New Production Facility Journal Sentinel, Inc.

The Journal Sentinel, Inc. constructed a 448,750 square foot state-of-the-art newspaper printing production facility while revitalizing a 42-acre brownfield site that straddles West Milwaukee and Milwaukee in the South 43rd Street industrial corridor. The site was selected for its close proximity to downtown, rail access for delivery of raw newsprint and attractive cost of the land given the size of the parcel.

Services provided to Journal Sentinel, Inc. by Sigma include:

Owner’s Representation Delivered the overall project from planning through commissioning limiting the owner’s risk. Responsible for monitoring budget, schedule design, bid review, construction, value engineering, contract administration, and facility commissioning.

Environmental Site Assessment/Remediation Completed extensive subsurface investigation and remedial actions in concurrence with the Wisconsin Department of Natural Resources involving exemption to construct on a landfill, passive venting for methane control, site-wide risk evaluation, and a practical soil management approach. Obtained certificate of completion under the Voluntary Party Liability Exemption (VPLE) from the WDNR.

Air Quality Evaluated air emission standards and secured permits for press operations. New press technology increased production capacity by about 200% for high quality color print while reducing volatile organic compound emissions by 74 tons per year compared to previous operations.

Civil/Site Engineering and Construction Administration Performed ALTA/ACSM survey for site design of grading, utilities, paving, retaining walls, rail spur upgrades and landscaping. Integrated environmental obstacles into site design and construction activities.
