Sheboygan Harbor Centre South Pier District : The Sigma GroupFrom the early 1900s through 2000, the C. Reiss Coal Company operated a bulk storage and distribution facility for petroleum coal, salt, and fertilizer. The City of Sheboygan identified the parcel as an important piece to downtown and beachfront revitalization. Therefore, in 2000 the City began talks with the C. Reiss Coal Company to acquire and redevelop the 45 acre parcel.

Pre-Purchase Due Diligence The City retained Sigma in 2001 to review existing environmental reports for the C. Reiss Coal Company peninsula and help determine a potential environmental remediation budget to support contract negotiations.

Soil & Groundwater Cleanup The City subsequently purchased the Brownfield development property and retained Sigma to perform additional site investigation activities and develop a remedial action plan reflecting planned redevelopment activities and regulatory acceptability. Based on Sigma’s site work, coupled with extensive negotiations with the Wisconsin Department of Natural Resources (WDNR), a remedial action plan was developed which significantly reduced the project cost to the City while still meeting WDNR regulations. Additionally, the remedial action plan was approved by the WDNR’s Voluntary Party Liability Exemption (VPLE) Committee establishing the basis for obtaining a side-wide liability exemption.

Beginning in March 2003, Sigma initiated cleanup activities at the site which consisted of the excavation and disposal of over 1,275 tons of contaminated soil, on-site reuse of an estimated 30,000 cubic yards of soil with varying levels of impacts, the construction of engineered barriers to prevent direct contact and limit precipitation infiltration, and post-remediation groundwater monitoring. Engineered barrier installation work was dovetailed with the over $50 million in redevelopment work associated with the Blue Harbor Resort and Conference Center. Post-remediation groundwater monitoring was completed in late 2005 and approved by the VPLE Committee. Sigma and the City are in the final stages of obtaining regulatory case closure and a VPLE Certification of Completion.
