Environmental Site Assessment An environmental site assessment (ESA) conforming to ASTM and the Wisconsin Department of Natural Resource Phase I ESA Guidance was completed. The process involved conducting a site inspection and the review of many historical records and regulatory documents, local area geology and hydrogeology information. The Phase I identified several environmental conditions such as land filling and the release of petroleum hydrocarbon substances. Voluntary Party Liability Exemption (VPLE) Sigma elected to partner with the Wisconsin Department of Natural Resources by participating in the VPLE Program. Soil & Groundwater Cleanup Sigma self-performed a soil, groundwater, methane, and geo-technical investigation to characterize the site. The work included collecting soil samples from borings and test pits and installing and sampling monitoring wells to determine groundwater quality and to define the presence of methane gas being generated by underlying natural deposits and imported fill. Based on the investigation data and consistent with the Wisconsin Department of Natural Resources regulations, Sigma developed a remedial action plan integrating building and site design elements to cap soil, apply attenuation to address groundwater impacts and passively vent potential methane. Brownfield Redevelopment Several grants were obtained to help off-set the environmental costs associated with site development including a Wisconsin Department of Commerce grant and a Redevelopment Authority of the City of Milwaukee grant. In addition, Section 129 Renewal Community Tax Credits were secured. Civil/Site Engineering Sigma performed survey, construction staking, site and utility design, storm water management and landscape design. |
