Former American Tissue Mill, Tomahawk, Wisconsin : The Sigma Group

Sigma provided a broad range of environmental consulting services at the former American Tissue Mill in Tomahawk, Wisconsin , including asbestos and demolition management and soil and groundwater cleanup. As a result of pre-purchase due diligence activities, Sigma and the property owner determined that the financial resources required to work through environmental concerns might preclude Brownfield development. Sigma subsequently worked with the City of Tomahawk to create an environmental Tax Increment Financing (TIF) district to help offset environmental costs that would be incurred to redevelop the property.

Services provided by Sigma include:

Asbestos & Demolition Management Sigma's asbestos inspections determined that asbestos present in various building components needed to be removed prior to building demolition. Sigma developed technical specifications in May 2005 and solicited bids from multiple asbestos abatement contractors. The asbestos abatement work was completed in July 2005 under the direction of Sigma and in accordance with Wisconsin Department of Natural Resource (WDNR) standards. The subsequent site and building demolition work, which was completed by early September 2005, was also performed under the direction of Sigma and did not encounter any unidentified asbestos-containing building materials or other environmental hazards.

Soil & Groundwater Cleanup Sigma completed site investigation activities in several phases in 2005 to supplement the pre-purchase due diligence data at the 13 acre peninsula on Lake Mohawksin. Sigma prepared a remedial action plan for residual dioxin/furan, polychlorinated biphenyls, and petroleum hydrocarbon impacts in the subsurface; the remediation plan was approved by the WDNR Voluntary Party Liability Exemption (VPLE) Committee in January 2006. Soil and groundwater cleanup activities will commence in early 2006 prior to site redevelopment activities by the owner.

Civil/Site Engineering Sigma is currently working on site design criteria and site plans for the proposed development. The site design will incorporate the replacement of a contaminated wetland rebuilt to reflect natural wetland conditions. The design will also integrate natural features with the proposed condominium community.
